Step 1
Stir flour, cornstarch, onion powder, garlic powder, salt, black pepper, and cayenne pepper together in a large bowl. Remove 1/3 cup of flour-spice mixture, and set aside. Gently press steaks into remaining 2/3 cup of flour-spice mixture in the bowl until well coated.
Step 2
Heat 1 tablespoon butter and 1 tablespoon oil in a large skillet over medium heat until butter melts. Pan-fry steaks until golden, about 4 minutes per side. Turning once. Transfer steaks to a platter.
Step 3
Combine remaining 1 tablespoon butter and 1 tablespoon oil in the skillet until butter melts. Add onion and cook over medium heat, stirring often, until translucent, 5 to 7 minutes.
Step 4
Sprinkle reserved flour mixture over onions. Cook, stirring constantly, about 1 minute. Add stock and milk. Bring to a boil, stirring constantly until gravy thickens. Scrape bottom of skillet to loosen any brown bits.
Step 5
Return steaks to the skillet, pushing them down into gravy. Cover the skillet, reduce heat to low, and simmer, stirring occasionally, until steaks are very tender, about 45 minutes.
