Heat oil in a large skillet. Add zucchini, onion, and bell pepper; cook until tender, about 5 minutes. Off heat, stir in eggs, chiles, salt, cumin, garlic powder, and cayenne pepper; set aside. Combine sour cream and flour in a bowl.
