Recipe Instructions

Step 1
Stir sugar, lemon zest, and lemon juice together in a large bowl until smooth; slowly stir in milk. Pour into a 9x9 inch dish; transfer to the freezer.
Step 2
Stir once when mixture begins to harden. Freeze until firm, at least 2 hours.
