Preheat the oven to 350 degrees F (175 degrees C).

Mix 1 cup flour, butter, and powdered sugar until smooth. Pat crust into the bottom of an 8-inch square baking pan; bake in preheated oven for 25 minutes.

Mix pecans, brown and white sugars, eggs, ¼ cup flour, vanilla, baking powder, and salt together in a bowl until well combined; fold in mulberries.
