Step 1
Place tilapia in the bowl of a food processor; pulse until finely chopped.

Heat 1 tablespoon olive oil in a skillet over medium-high heat. Add celery, green onion white parts, bell pepper, and garlic; cook until vegetables start to brown, 5 to 7 minutes. Add green onion green parts and parsley; cook for 2 to 3 minutes. Let cool, about 10 minutes.
Step 3
Combine vegetable mixture and tilapia. Season with salt, onion powder, garlic powder, red pepper flakes, and black pepper; mix with your hands until well combined. Add bread crumbs and egg; mix until thoroughly combined. Shape into 12 burger-sized patties.
