Step 1
Preheat the oven to 375 degrees F (190 degrees C).

Combine flour, baking powder, and salt in a small bowl until well mixed.

Beat together shortening and butter in a large bowl with an electric mixer on medium speed until fluffy. Add sugar gradually, beating well. Stir in egg, milk, and vanilla until well combined. Add flour mixture to egg mixture a little bit at a time, mixing well after each addition. Add a small amount of red food coloring to color dough as desired, beating until blended. Shape dough into a ball; cover and chill in the refrigerator for at least 3 hours.
Step 4
Divide dough in half; store 1 portion in the refrigerator. Roll remaining portion to a 1/4-inch thickness on a lightly floured surface. Cut dough with a 3-inch round cookie cutter; cut circle in half. Place on an ungreased cookie sheet. Press several chocolate mini chocolate chips in each cookie. Repeat with remaining dough.
Step 5
Bake in the preheated oven for 8 to 10 minutes; do not brown. Cool cookies completely on wire racks.

Combine confectioners' sugar and water in a medium bowl; mix until smooth. Add a small amount of green food coloring, mixing until blended. Dip the round edge of each cookie in green icing. Place dipped cookie on wax paper until icing is firm.
