Preheat an outdoor grill for high heat; close the cover. Place three 18-inch-long pieces aluminum foil on a work surface, dull sides up.

Smear ½ tablespoon butter each in centers of each piece foil; add ⅓ each potato slices, onion, and bell pepper to each. Sprinkle each with ⅓ each garlic powder; season each with salt and black pepper. Fold up foil edges over vegetables to create almost leak-proof packets, making sure to seal the edges.

Reduce the grill temperature to medium. Place foil packets on the grate; cook on the preheated grill until potatoes are tender, 20 to 30 minutes.
