Heat vegetable oil in a skillet over medium heat. Place flour in a resealable plastic bag; add 1/2 beef cubes and shake to coat. Remove beef cubes; shake off excess flour. Add beef cubes to skillet. Repeat with remaining 1/2 beef cubes. Season beef cubes with salt and black pepper.

Stir onion into skillet; cook, stirring often, until beef cubes are browned on all sides and onion is translucent, about 5 minutes. Sprinkle in sugar.

Combine water, bouillon cubes, garlic, bay leaf, parsley, and basil in a pressure cooker over medium-high heat until bouillon cubes are dissolved. Place pressure cooker rack into the cooker (if it has one). Layer potatoes, carrots, and beef mixture into the pressure cooker; season with salt and black pepper. Close cooker securely and place pressure regulator over vent according to manufacturer's instructions. Bring up to full pressure until steam escapes in a steady flow and makes a whistling sound.

Reduce heat to medium-low until regulator is gently rocking, maintaining full pressure. Cook for 8 minutes. Let pressure release naturally according to manufacturer's instructions, about 15 minutes. Unlock lid and remove. Transfer beef and vegetables to a serving bowl; pour pan juices over top.
