Whisk ketchup, brown sugar, mustard powder, lemon juice, liquid smoke, celery salt, black pepper, Worcestershire sauce, onion powder, garlic powder, hot sauce, and nutmeg together in a bowl. Place elk roast into a large slow cooker; pour sauce over top.
