Preheat the oven to 350 degrees F (175 degrees C). Line a 12-cup muffin pan with paper liners or grease with butter.

Bake in the preheated oven until a toothpick inserted into the center of a cupcake comes out clean, 20 to 25 minutes. Remove from the oven and let cool completely.

Make cupcakes: Whisk together flour, baking powder, and salt in a medium bowl until evenly combined. Set aside.

Beat together sugar and butter in a large bowl with an electric mixer until light and fluffy. Beat in eggs one at a time, mixing well after each addition. Add milk, vanilla, and orange extract slowly with the mixer on low speed until well mixed. Pour batter evenly into the prepared muffin pan.
