Combine flour, 1/4 cup sesame seeds, black pepper, five-spice powder, and red pepper flakes in a large resealable plastic bag. Add chicken pieces, a few at a time, and shake to coat; transfer to a platter. Repeat with remaining chicken pieces.

Heat oil in a large skillet or wok over medium-high heat. Add chicken; brown on both sides, about 5 minutes. Transfer to a plate; set aside. Stir onion and bell pepper into skillet; cook until slightly browned, about 2 minutes. Transfer to a bowl; set aside.
