Cook and stir ground beef in a large Dutch oven over medium-high heat, breaking the meat up as it cooks, until no longer pink and has started to brown, about 10 minutes. Skim off excess fat. Add onions and garlic; cook and stir until onions are translucent, about 5 more minutes.

Stir in water, tomato sauce, diced tomatoes, soy sauce, Italian seasoning, seasoned salt, and bay leaves; bring to a boil over medium heat. Reduce heat to low, cover, and simmer for 20 minutes, stirring occasionally.
