Preheat the oven to 375 degrees F (190 degrees C). Spray an 8-inch square baking pan with cooking spray.

Make the crumble: Whisk flour, sugar, baking powder, and salt together in a bowl. Cut in cold butter using two forks or a pastry cutter until the mixture resembles coarse crumbs. Slowly mix in egg yolk and cold water; the dough should be really crumbly. Press 1/2 of the crumble mixture into the prepared pan to make the crust. Reserve the rest to top the filling.

Make the filling: Stir peach slices, sugar, flour, lemon juice, vanilla, cinnamon, and nutmeg together in a bowl until well combined. Spread filling evenly over crust, then sprinkle remaining crumble mixture over filling.
