Set a Dutch oven over medium-high heat. Add ground beef and cook until brown and crumbly, 5 to 10 minutes. Add Italian seasoning, salt, and granulated garlic; mix to combine.

Pour in diced tomatoes with all the liquid. Add tortellini. Pour in red wine, water, and marinara sauce; stir until well combined.

Mix in diced cream cheese and reduce heat to low. Cook until tortellini are cooked through, about 15 minutes. Stir to blend cream cheese with the sauce.
