Preheat the oven to 350 degrees F (175 degrees C).

Season steak with salt and pepper, then dredge in flour; shake off any excess.

Heat oil in a large frying pan over medium-high heat. Sear steaks in hot oil, then transfer to a large casserole dish. Sprinkle onion, pepper, and garlic over top; pour 2 cups water into the dish. Cover the dish tightly with aluminum foil.
