Step 1
Preheat the oven to 400 degrees F (204 degrees C). Cook macaroni in a large saucepan according to package directions for al dente pasta. Rinse under cold water. Drain well.

Melt butter in the same saucepan on medium heat. Sprinkle with flour, ground mustard, black pepper, garlic powder, and salt. Cook, stirring until well blended, about 2 minutes. Gradually stir in milk. Continue cooking, stirring constantly until sauce begins to thickens, about 3 minutes.
