Whisk rice vinegar, orange juice, vegetable oil, soup mix, sugar, sesame oil, ginger, and garlic together until well blended. Cover and refrigerate.

Fill a large pot with lightly salted water and bring to a rolling boil. Stir in bowtie pasta and return to a boil. Cook pasta uncovered, stirring occasionally, until tender yet firm to the bite, 8 to 10 minutes. Drain and rinse under cold water. Transfer to large bowl.
