Preheat the oven to 350 degrees F (175 degrees C). Grease a large rimmed baking sheet.

Place apples wedges in a large bowl. Add brown sugar, and 1 teaspoon cinnamon; toss to combine. Add 1/2 cup flour; mix well. Spread apple mixture evenly on the prepared baking sheet.

Place remaining 1/2 cup flour in another large bowl. Cut in butter with 2 knives or a pastry blender until small peas form. Add remaining 1 teaspoon cinnamon, oats, walnuts, maple syrup, pumpkin pie spice, vanilla extract, and salt; toss to combine. Spoon mixture evenly over apples.
